Why not cygwin ? Because it doesn't produce Windows native executables ...

Use MinGW + msys instead.

Strange that this still needs to be said in 2017.

This explains why qgis-server didn't run on my machine...

Why not cygwin?  That's what I use and recommend.   WLS means WSL?
