Hi Richard, (good test!)
I've tested on Windows 10 through OGR using MS4W 3.2.3, which includes the latest ca-cert bundle, and an updated libcurl, here are the results:
(note that by running the command "setenv.bat" it automagically sets the CURL_CA_BUNDLE variable)

Can I pull some attention to: https://issues.qgis.org/issues/17947 On windows it is not possible (both 2.18 and master) to pull a geojson via https into QGIS. Given REST interfaces becoming more and more popular I think this is an important issue. But I'm not sure if it is a OGR problem (given ogrinfo <httpsurl> also fails), or it is a local windows certificate problem. There is no problem on Linux here with me. Tried to start a fresh config too. Can windows people confirm if https://duif.net/Testing_QGIS1.geojson fails? While http://duif.net/Testing_QGIS1.geojson is ok? Regards, Richard
