Tom, This has been somehow discussed in https://trac.osgeo.org/gdal/ticket/7228 Bottom line is that the multi-scale approach of vector tiles doesn't fit well with the traditional scale-agnostic vector layer approach. So somehow you need to assign each vector tile zoom level to a cartographic scale range.
Another thing not covered by the OGR MVT driver is the merging of the geometries of identical linear and area features split over several tiles (when iterating over a high zoom level with many tiles, doing that would have serious memory & processing time implications. When doing that for typical display purposes when you have just a few tiles opened at a time, this is something that can be done more reasonably).
