Short version : it is planned.

As an aside, I don’t think Microsoft acquiring GitHub is a good reason to move 
off it (after all they already provide the platform for 95% of our users to run 
QGIS on). If you watch the video there are other more pragmatic reasons to move 
to gitlab...
