Are the build in rectangles and ovals tools in QGIS 3 maptools to digitize
objects in a polygon-layer or 'just' an algorithm of the processing toolbox?

A fixed version of the plugin is available at
https://github.com/rdbath/RectOvalDigitPlugin for people who would still
like to use the plugin.
I was just thinking about if I should volunteer as a maintainer but I think
the code of the plugin is in general a bit "stale" and would need an
overhaul for which I just don't have the time to do that.
So I am not sure if it's a good idea to make a new version of the plugin
available even if the major problem of the plugin is fixed.
