After building QGIS using CMake and Visual Studio 2017 (with 2015 toolset), I
can't set QGIS language to any language other than English, even when I change
the language settings from Options dialog (see picture below):
[cid:3761a9a8-4897-49db-9c8a-9f26304143f0]
This option has almost no effect - only the Raster and Vector menu items are
partially translated (see picture below):
[cid:cd98c153-f310-439c-ba38-46cad963af9c]
The last two items in Chinese mean "Raster" and "Vector", respectively.
This problem happens on 3.4 LTR only - on my machine. I didn't run into this
problem when I was building 3.2 or 3.4.1. It also doesn't happen on the build
directly downloaded from OSGeo4W.
To run QGIS properly, I have qgis.env placed on the same directory containing
qgis.exe. I have attached the file in this mail.

My building environment:

Windows 10 Enterprise version 1809 (64-bit), with SDK version 17763;
CMake 3.11;
Visual Studio 2017 (with 2015 toolset installed);
All dependencies, including Qt 5.11, are installed totally via OSGeo4W (64-bit)
or latest Cygwin.
I'm really confused on this problem, if anyone has a solution, please let me
know.
