It's fixed and the backport to 3.10 is in the pipeline.
If you have some failed tests from the last 12 hours, please close and
reopen your pull request which will trigger a new test run with this fix
included.

All tests are currently failing.
The root cause of it is that an external service has changed the
download location for a tool that we run tests against.
We are working on this and the infrastructure if all goes well, the
infrastructure is back up and running soon.
