Ah. I always thought these would offer additional packages not
distributed via the main osgeo mirror.
If they are simple mirrors it would be good adding a redirector, that
automatically routes download requests to a fast mirror. But I must
admit that this is out of my comfort zone.
Another idea would be to use an existing CDN. KeyCDN apparently offers
free CDN accounts for open source projects. If there is interest I could
get in touch with them and ask https://www.keycdn.com/open-source-cdn .

qgis-pdb-3.8.3-1.tar.bz2 is outdated BTW and not hosted on the mirrors anymore.
For qgis-pdb-3.10.0-3.tar.bz2 I get ~7.50 MB/s from norBIT (Hetzner, Germany),
~7.92 MB/s from oslandia (France), ~4.48 MB/s from ftp OSUOSL (US) and ~1.26 MB
from download.osgeo.org (also hosted be OSUOSL) from here.
