Hi Belgacem I think is simply based on the version of MSVC that Jürgen (our windows release guru) uses to build OSGeo4W and QGIS. I am not sure how is it with support of other versions of MSVC - if that's supported at all - maybe Jürgen could comment better.
Generally, I would strongly suggest that you use Linux for QGIS development if you can. I would say it what 90% of QGIS developers use and the developer experience is the best (and with largest pool of people able to help if things are not working as expected).
