I think a starting point for that would be Peter Petrik

a) being funded to work on the port
b) having the hardware needed to do it (would be great if someone could
sponsor a device for him)

Above assuming Peter is willing and available.

Do you already have an M1 device Mike? Have you tested if PG and QGIS run
under Rosetta2?
