Hi, I am doing the same thing with no issues by setting QGIS_PLUGINPATH to a shared network path. Users connect to the network via VPN and the plugin is loaded automatically. If the VPN is down while QGIS is starting, the plugin is not loaded, but connecting to the VPN and restarting QGIS brings everything to normal.
