Did you check QGIS_SERVER_API_RESOURCES_DIRECTORY is pointing to resources? The default path is calculated by joining QgsApplication::pkgDataPath() with "resources/server/api" Also, you didn't answer my first question (or I missed it): instead of the expected landing page, what HTML/XML do you get in the browser?
