I decided that it was not wise to defaulting to requesting that much tiles, not even for WMTS, and created an Pull Request for it: https://github.com/qgis/QGIS/pull/41953 I hope I do not offend people with this. Alternative would be that we keep the prefetching defaulting to true, and make it possible to set it to false.
