Not that I know. UTSP. The QOCISPATIAL driver was just developed (well, actually it's just an enhanced version of Qt's QOCI driver) to allow QGIS to access Oracle database - and if the GPL wouldn't forbid to link proprietary libraries, it would probably not exists at all as the oracle provider could then interface OCI directly.
