Hi, I doubt there is enough interest to create such bindings also for PHP: - PHP is not typical scripting language for extending programs (in comparison with Ruby or Python) - there has to be someone willing to implement this and test - it would be harder to keep all the bindings always in consistent state with C++ API
If you really need to use QGIS from within PHP, you can always create a small application with C++ or Python and then call it from PHP.
