It would be more feasible to do something similar (even more powerful,
in fact) with qgis+OpenStreetMap.

But in google maps you have the power of
the satellite and aerial imagery. Changing the actual
support imagery while you zoom in and out
is very powerful, as you digitize at a given resolution
but can zoom in for interpretation.


I suggested writing a plugin for this, hopefully someone will find the
time and interest to write it.
