I've removed the path to the gdal folder (gdal installed by me) and the
environment variable.
The I installed QGIS 0.11.0-2, but it is the same. I'm not allowed to
select any OGR vector layer, the list button is grayed.
that's because in the current mapset there are no available vector layers
if you simply copied the files from another location, the files may be
corrupted
try to use the sample data downloadable from the qgis installer
