I don't think you should need the OpenPGP key in order to install the
packages but you can find instructions here:

I'm seeing the same problem as Tim described, on Hardy. I've re-done the above steps several times and I still get:

I found out that one repository (not the QGIS one) was missing the keys.

You may uncommend everything except the offical repositories and
instally the keys for any additional package successively...

Unfortunately, this is a side of apt which is not really user friendly...
