In my view, the special attraction of QGIS is it's relatively simple, easy to understand interface. The plugin infrastructure, of course, lets the use get as deep as he wants into all the sophisticated GIS analyses, but the beginning user can easily dip his big toe and start making some maps, without getting frustrated, or overwhelmed right at the outset. So I tend to agree with Mike that plugins should be disabled by default.
