John beat me too it, but to clarify: the frameworks are meant to be used by ALL 
the end-products (Qgis, GRASS, PostGIS, MapServer, ...), so if you have GRASS 
installed, it implies you have the frameworks (GRASS uses a couple more than 
Qgis), so all you need to do is install Qgis.

It wouldn't hurt to install the latest frameworks, just to make sure they are 
up to date.

Note that the "lot of dependencies" is actually much simpler now with my GDAL 
Complete package.
