Actually they are very different tools.

The "contour" tool in the "raster" menu is to generate a vector contour
file from the input raster elevation model (DEM). The "contour" plugin
is for
creating contours lines from a regular points grid.

You are absolutely right. I've got confused between projects.
So back to square one: how to install shapely under osgeo4w?
