6. Give up.(I'm no programmer)
What's happening here, probably, is that the Python Shapely lib is
getting installed into the Windows version of Python, and not under the
OSGeo4W directory. QGIS uses the python that's part of OSGeo. The
easiest solution will be to add Shapely to the OSGeo4W installation (the
same way as matplotlib is). This solution has already been entered as a
request:

in the QGIS trac system, so we can hope it will be solved soon.
Then you will be able to run the OSGeo4W installer, in advanced mode,
and request to install the Python matplotlib and Shapley libraries, and
then the contour plugin should work OK.
