Yes, it's a two step process. First you'll need to interpolate your point data into a raster to create a DEM. The best way to do that is with the GRASS plugin, using the v.surf.rst GRASS module. Pay attention to the raster resolution when you first create your GRASS location/mapset.
Second, to make the shaded relief surface you can either use the QGIS plugin "Shaded relief" or you can stay in GRASS and try the r.shaded.relief module.

Try these out, and post back if you need more help.
