Subu, To the best of my knowledge, you can do this by converting your layer into a postgis table and then using pgrouting to do the analysis. This could be a tedious project but make sure to follow the tutorial first. Quantum navigator is about 3 years old, and as far as I know is unsupported. Check out the following links:
