You're right, Numerical Vertex Edit is just to adjust the coords of a geometry.
As a (quiet silly) workaround you may create a polygon with the exact number of
vertices and then adjust them.
Or you may use the "Postgis SQL Query Editor"-Plugin and then do something like
select geometryfromtext ('POLYGON ((1 1, 2 2, 3 3, 1 1))',-1)
maybe (no, for sure) there also better solutions.
