Do you mean:
- digitising with mouse (or tablet or other pointing device) on top of a
raster?
or
- automatically converting a raster into vectors?
If it is the first case, then just make a new layer, for instance a
shapefile with lines, define the attributes (menu layers / new shapefile).
Then choose layer / start editing.
And digitise your lines, using the appropriate buttons.
Does qgsrubberband do digitising?
? I don't think so.
