GDAL 1.8.0 will be able to load geopdf, that's already a first step in
that direction

I believe you are referring to http://en.wikipedia.org/wiki/Geospatial_PDF
If so, QGIS does not support this feature at this time as far as I know,
but we'll add it to the list of enhancements requested which is related
to "printing" features of QGIS.
