Another temporary workaround/place to get the algorithm is from the sp 
package in R.

(http://trac.osgeo.org/grass/browser/grass-addons/vector/v.mkhexgrid), 
but I can not make it run properly. That's why I've switched to QGIS.

I am developing a application using QGIS in which the input is given 
in a excel file containing name of a place n radius. It should point the 
places which round circles of corresponding radius. The remaining map should 
be shaded. there should be zoom in and zoom out for the map. can anyone help 
me out how to start and about the code in python

Yes, I did check my junk email! 

Well, the real problem is that I can't get the forum administrator mail 
address... It looks like you have to be registered to get it... But I'm 
not registered! 
If someone is registered on this forum and get the admin address, I 
think it would solve my problem...

Which OS? 
Under Linux copy .so file in something like 
/usr/lib/qgis/plugins 
Under Windows (OSGeo4W) copy .dll filw in 
c:\OSGeo4W\apps\qgis-dev\plugins

I've written a small post on my blogs to describe the RoadGraph Plugin in 
action for some friends of mine. 
It was a desired feature and now I think they are going to be satisfied to 
know that a clever developper made their wishes come true. (thanks Alexander 
Bruy!) 
The post describes how to download brazillian highway's data and how to 
overlay my next travel route with google maps imagery.
