I re-installed latest released version 1.6.0 and it has DXF in place.
It also shows that it is using GDAL /OGR 1.7.3

In fact ldd shows that it is linked vs.  both 1.7.0 and 1.6.0 GDAL libs (?)

Does it mean that development tree actually rolled back to GDAL 1.6.0 ?

There will be dxf-related improvements for reading dxf files later this year in QGIS, which will allow to read layers and styling, as well as text and blocks. There is already a sponsor for these improvements. You'd have to be patient for a couple of months, though.

Mmmmh, gdal-bin depends on libgdal1-1.7.0 while qgis depends on
libgdal1-1.6.0 so this could be related to ogr after all.
