Thankyou Frank and Duarte,

The problem was indeed the antivirus that i was using. It blocked some
of the files from being installed and run.

I am using Kaspersky Version 6 for workstation.

Solution i used.
1. Pause Kaspersky
2. Install QGIS 1.7
3. Resume Kaspersky
4. Launch QGIS 1.7

So for other Kaspersky users out there. This is worth a try if you
guys/gals run into the same problem.
