I compared the geotiffs with the WMS and the content is identical for the maps 
I compared, but the format is better on the WMS.

On NRCan's Geogratis website there is a selection of maps that have been 
updated, but it is only a very limited coverage.  So AFAICT right now the WMS 
is definitely worth loading.  I believe the scans of the old topos should be 
available for free (there is an iPhone app that is free that uses them) but I 
haven't been able to locate them.
