It depends on your operating system: Linux it is found in: ~/.config/QuantumGIS/QGIS.conf Windows: the registry HKEY_CURRENT_USER\Software\QuantumGIS\QGIS Mac: ~/Library/Preferences/org.qgis.QGIS.plist Setting it to read-only on Linux works.
