You can try the XYtool-plugin. It is actually a plugin to fill x,y columns in a dbf by clicking in a map, but in the menu of the plugin there is the option to 'save as shapefile'. Doing this, you will be asked which are the x and y column, and a name for the shapefile. The shapefile is not immediatly loaded, you have to open it to see it.
