Well - as I understand Python-Uno it means that OpenOffice needs to be installed on the same machine.

So a plugin supporting that must test if OpenOffice is installed on the machine - otherwise it would not work.

The xls import/export that Richard and others used works without MS-Office installed.

That is the main difference. I agree that it would also be nice to have OpenOffice support. For my organization it it is not necessary (they all use MS-Office - we are trapped with all sorts of other software packages built around MS-Office). But for others is may be of interest.
