I explained this problem in the past days to other users.

QGIS under Windows had finally an update of its python version, now
stands at 2.7

So the python libraries that QGIS uses now have to be compiled against
python 2.7

Unfortunately the RPY2 developer/mantainer is not going to make a
updated Windows/python 2.7 binary (unless someone will support this
work), meaning that starting from QGIS 1.7.4 the R based plugins
(ManageR, Home Range, SDA4PP) are not working anymore under Windows.

The solutions (beside using QGIS 1.7.3)?

support the above plugins developers to find a workaround (if exist)
that do not uses rpy2

support the developer of rpy2: he said that if supported financially he
will create new binaries, as long fix bugs and create a version for R 64
bits.
