Those coordinates look correct for a State Plane coordinate system commonly used by counties in the US. If there is no prj file with data, you can guess the projection by looking up a State Plane reference.
The coordinates should appear as you expect in Lat/Lon if you turn on projection on the fly and pick Lat/Lon WGS EPSG 4236.
