I don't know much about Oracle either, only what I've had the misfortune to glean from trying to work with it. I raised it because due to the way that Oracle license, its easy to accidentally use Oracle Spatial functions when you only want to use Oracle Locator (which is a subset of Oracle Spatial functions). I think from a driver perspective they're identical, but that QGIS shouldn't use any of the Spatial functions unless the user explicitly asks it to.
