Jake, meant to send my response to the list. Since you said it worked for you, I'm sending again so that others might benefit from it:

Jake,

IIUC, you want the scale bar separated into miles but the number to be feet (5280 per segment). Some imperfect solutions:

1) Set Map units per bar = 0.3 and Segment size = 1584. Scalebar will display 5280 feet per segment, measurements will be off by ~1.5%

2) Set Map units per bar = 1609.34 and Segment size = 1609.34. Scalebar will display 1 mile (rather than feet), measurements will be off by ~.0002%

3) Beyond that, I would look for a US-foot based projection that was close enough to what you want. If you really want it in transverse Mercator you could define a projection that mimicked UTM 19N but used feet as the unit.
