I can't find either tool, but that's v1.7.3. Raster calculator is the only tool under raster.

Are they available as plugins (not that I can find) or do I need a later version of QGIS?

    you can create a virtual raster (catalog) or create the
    "tileindex". You
    find both tools in the raster menu.

I tried Build Visual Raster on the .jpgs generated by Google Layers but got an error: "The process crashed some time after starting successfully."
