So you can change it (or even translate it a in fourth language ;-) )
I got more information by private email, the issue was that under
Windows, the prefix to set in QgsApplication.setPrefixPath() is not
"D:\hw\Quantum GIS Lisboa" but "D:\hw\Quantum GIS Lisboa\apps\qgis",
which is not completely intuitive and could be added in the doc.
