What is the error message?
You can also run qgis from the command line for more diagnosis info
(windows start > run > type "cmd"). On the command line, go the gqis
install folder (on windows 7, C:\program files (x86)\Quantum Gis
Lisboa\bin) and type "qgis.bat".
