This means that the ESRI API is absolutely necessary.
Moreover, if I don't misunderstand it, it needs to be built, using
Visual Studio.
Seems at first sight very complicated.
In any case, I sent an e-mail to the data provider, asking him to
provide these data in a less closed format, such as a shapefile.
