You're not supposed to start the .exe - run the .bat.
That works and I'll try to remember. Guess this only leaves the
question why the installer doesn't create the shortcuts it used to (in
the start menu and on the desktop) even though I had the checkboxes
ticked.

I haven't seen a shortcut made for the dev version in a very long time.
Usually it just makes the shortcut for the stable version. Maybe that's
a bug, maybe thats to keep ordinary users from using dev and then
complaining about it's stability.
