On 1.8 you can click on "Manage Plugins" and enable Add Delimited Text
Layer. It will add an icon to the manager layers toolbar to add
delimited text.

To Mike -
On ver. 1.9 (QGIS Master) You can use menu "Layer" -> "Add delimited
text layer"
I don't know if you if you have same function on an older version of
QGIS

I'm using Q-GIS 1.8.0 in Windows7. I know
how to import waypoints from a GPX file
using GPS Tools and I know how to convert
a shp file to GPX with the same plugin.
What I would like to do it import waypoints
in a simple text file of any simple ascii
format similar to this:
-89.91250,37.1001,MO1
-89.91250,37.1201,MO2
-89.91250,37.0601,MO3
I know you can do this in UDig, but I want
to do it in Q-GIS.
Thank you.
