to do projection transformations you just have to select the vector layer , "save as" then choose the projection you want to use and save it (with a different name). When you load the layer check i you have the project set to the right reference system for the layer in the Settings / Project Properties menu. If you check the 'On the Fly CRS transformation' checkbox any layer that you load will be instantly reprojected to the CRS set for the project, but then you will have to save this layers with the new CRS to 'reproject' them. Raster: Go to Raster/ Projections / Warp. Hope it helps.
