I'm guessing here, but are you using on the fly projection? I'm not entirely sure if the buffer works on the displayed projection or the layer's projection, but I'm guessing that it's in the layer's.

When adding a buffer to a centroid (VECTOR --> GEOPROCESSING TOOLS -->
BUFFER(S)), the size of the buffer is circa 0.666 * smaller than I
expect. E.G. Buffersize input 100, results in a 66,67 m buffer.
I now must multiply the real buffersize by 1.65 to get the desired
result.
