Yes nircmd is used to run QGIS without showing the command window that
setups up that paths.
That's weird. I did not found any nircmd.exe in my Osgeo4W folder.
Maybe I made some mistake.
The standadalone version has it in the bin folder, and a nircmd folder
in the apps folder. It is used in the QGIS desktop icon command line.
