HI
team

I have a shpe file consisting of points having population values in each point. there are 7000 points
and I have a polygon shape file of council boundaries. 60 polygons

every council boundary covers  different number of points in it. (for example 100, 150 or less)
I want to know the maximum population value point for every council.

Have a look at this:
http://gis.stackexchange.com/questions/68546/want-to-display-count-of-records-within-a-given-area-electoral-district/68555#68555

I think the solution presented there is similar to what you require. But you'll need to substitute the MAX() Spatialite function, instead of SUM()

HTH,
Micha

so that I know which spatial location has maximum population in every council.

Best
