not confirmed using the filter on a local shape file
neither on Win7 with QGIS 2.0.1 (64 bit) nor on OpenSuse 64bit
you have do deactivate and reactivate the layer before toggle editing
becomes active again.

After adding a shpapefile to qgis, "toggle editing" is active.
After using the query tool to view only a selection of fectures, "toggle
editing" ceases to be active, even after clearing the query expression.
In this cases I have to remove the layer and add the shapefile again.
