Simplest solution is the OpenLayers plugin. Next option is the USGS WMS service http://cumulus.cr.usgs.gov/service_access_list.php?serviceid=Dataset_5&dataset=NAIP If you're only working in a relatively small area downloading the NAIP imagery for your area will in the long run be more efficient.
